dc.description.abstract In empowering the performance and growth of smart cities in Malaysia, it is crucial to have a good grasp of the dynamic between different departments and teams within the government’s institutions. This dynamic is mainly represented by a comprehensive workflow and interaction. However, part of the problem that was found is collaboration (Internal and external). A framework has been developed based on the different reviews of past kinds of literature through online searches and has proven that smart cities stakeholders consist of government institutions, universities, and private companies, whereby a total of five hypotheses were derived and therefore, assessed using a quantitative method over Malaysian smart cities stakeholder. A questionnaire was built and distributed to Malaysian smart cities stakeholders therefore data was collected to perform a pilot study. The results from the pilot study have shown a positive, significant, and direct relationship between Smart Cities' Performance with Government institutions, Universities, and Private companies, and vice versa. In addition, there are relationships between government institutions with universities, and private companies. Therefore, the performance of smart cities depends on those factors to ensure the sustainability of smart cities in Malaysia. en_US
